New Park Village TMC understand that Anti-Social Behaviour (ASB) can have a real impact on how safe, happy and comfortable you feel in your home and neighbourhood. Your wellbeing matters to us, and we’re here to support you every step of the way.

What Is Anti-Social Behaviour?

Anti-social behaviour (ASB) is when someone’s actions make you feel worried, scared, distressed or uncomfortable.

For something to be treated as ASB, it usually needs to:

  • happen regularly or persistently, and
  • have a significant impact on you or the wider community.


Examples of Anti-Social Behaviour

ASB can include:

  • Excessive or persistent noise
  • Verbal abuse, intimidation or harassment
  • Violence or threats of violence
  • Sexual offences or indecent acts
  • Drug use or drug dealing
  • Criminal damage
  • Arson
  • Brothels or prostitution
  • Hate crime
  • Using or possessing a weapon


What Is Not ASB

Some issues may be upsetting but don’t normally meet the ASB threshold. These include:

  • Children playing
  • Cooking smells
  • Everyday household noise (doors, appliances, toilets, talking, laughing)
  • One off events such as a party or argument
  • Parking issues
  • Smoking inside the home
  • People coming and going due to shift work
  • Situations where tenancy conditions are not breached


How to Report ASB

New Park Village TMC works closely with the Anti-Social Behaviour Unit at Wolverhampton Homes, as well as with the Police.

In an event where you feel it needs to be reported to the police you can call the police on:

  • Emergency: Call 999
  • Non-emergency: Call 101


Service Standards

When you report ASB, the Housing Services Manager will begin an investigation.

If the issue is serious or cannot be resolved by New Park Village TMC alone, we may refer it to the ASB Team at Wolverhampton Homes.

All reports are handled confidentially.


ASB Categories and Response Times

Category A – Urgent and High Risk

Includes: domestic abuse, hate crimes or incidents, physical violence, threats, harassment, intimidation, criminal behaviour.

Response time: Within 1 working day

Category B – Serious but Lower Immediate Risk

Includes: noise nuisance, drug or alcohol issues, street nuisance, vandalism or property damage (for New Park Village tenants)

Response time: Within 3 working days

Category C – Low Risk / Environmental Nuisance

Includes: misuse of communal areas, loitering, garden nuisance, litter/fly tipping, vehicle nuisance, pet-related issues.

Response time: Within 5 working days

Category D – Does Not Meet the ASB Threshold

These reports do not meet the legal or policy criteria for ASB.

However, your concerns still matter. We will:

  • provide advice and guidance
  • support you under our Nuisance Behaviour Policy
  • signpost you to partner agencies where appropriate

Response time: Within 5 working days

Nuisance Behaviour

Not all problems meet the threshold for ASB. Some issues may still be disruptive or upsetting, even if they don’t legally count as anti-social behaviour.

These are recorded as nuisance behaviour.

When you report nuisance behaviour:

  • We’ll acknowledge your concern within five working days
  • We’ll assess whether it falls under this policy or should be redirected
  • The Housing Services Manager will manage the case
  • We’ll explore informal solutions, such as mediation

Response Time

We aim to respond within 21 days, or another reasonable timescale depending on the situation.
