A Tenant Management Organisation (TMO) is set up to allow residents of council housing or housing association homes to manage their homes on behalf of the council.
A group of tenants and leaseholders come together to create a corporate body. They usually elect a management committee to run the organisation.
This body then enters into a formal legal contract with the landlord of the home. This is known as the management agreement. It details which services the TMO manage on behalf of the landlord.
